Ukraine is fully associated with Horizon Europe since 2022, participating in EU research funding on equal terms with member states. Rated 'moderately prepared' by the EC. Foreign, Security and Defence Policy
Alignment with the EU Common Foreign and Security Policy and the Common Security and Defence Policy, including sanctions regimes and restrictive measures. Negotiations opened on 14 July 2026 as part of Cluster 6 (External Relations), alongside chapter 30.
Financial Control
